DoT calls on access providers to report un-untilized MSC and wireline codes

The Department of Telecommunications (DoT) in a circular dated 20th November, 2020 mandated all access service providers to intimate the un-untilized MSC and wireline codes to the authority in a tabular format.

The authority has asked for MSC codes which are utilised less than 10 percent after 2 years of allocation and less than 10 percent utilisation of level ‘2’, ‘3’, ‘4’, ‘5’, ‘6’ and ‘7’ in fixed line services. DoT has also called for service which have not been launched even after one year of allocation of MSC or fixed line codes.

Access service providers further have to report the annual return on utilisation of the numbering resources both for mobile as well as fixed line numbering series which may be submitted by 15th January of every year for the preceding calendar year as of last week of December.

The annual return annexure has a detailed tabular format seeking details on net port outs, port in, port out, net VLR, Inter Circle Out Roamers, Inter Circle In Roamers, Intra Circular Out Roamers, Intra Circular In Roamers, attached VLR, VLR figure etc.
