I have seen local Isp with ping less than 5

And I am getting below speed

Above result is from my laptop in wired connection(LAN cable)

So you are getting 160mbps out of 250mbps plan. That is not even 80% of promised speed .
Check with other servers and if same then you can complaint to DOT about it.

Regarding the upload speed, i think i got it what jio is doing here. They are basically providing 1/10 the speed as upload speed according to plan opted.

100mbps plan gets 10mbps upload speed
250mbps getting 25mbps upload speed as per previous screenshot.

so 1gbps will get 100mbps upload speed

That's nonsense, I'm using Act fiber and getting 80 to 90 Mbps for both under 100 Mbps plan.
