What happens to users who recharges now with ₹1699 if IUC is removed in 2020?

This is really a bad time to recharge for a year.
Not really, if IUC is removed then off-net calls will automatically become free for the remaining validity of the plan. The amount of balance you have in your talktime will be refunded to you, that's what Jio had specified at the time of implementation.
 
I think Jio's 399 pack will raise to 499(1.5 GB/day for 84 days) and that of others(except BSNL) become 549(1GB or 1.5 GB/day for 84 days).

That means if I bought a plan today and activates after Jio stops IUC. Then IUC not applicable for my plan ?

Free off-net calls available for all pans when Jio stops IUC charge.
 
Don't do annual recharge for Jio as typical customer care is confused. If IUC is revoked you might still require to do Top Up recharge until plan expiration.
