First and foremost, Indus river originates in Tibetan plateau and it is India honoring the Indus water treaty and providing water to Pakistan. It is due to the fact that Indian can create a potential drought situation, the treaty was made with the brokering of world bank.
It is physically impossible for pakistan or china to stop the flow of the river through dam as the drainage area of the river is vast and any natural disaster will put their country in jeopardy. In addition, international treaties if not valued will have a severe repercussions.
In cauvery dispute, it is a political crossover between the national parties and regional parties. General consensus that TN is a unbreakable barrier for national parties put us in backfoot, so the central govt has no onus in implementing the judgement given by Supreme court as such.
I don't want to go deep into the idea of water sharing followed across the country or the world as supreme court has clearly gone thru every bit of the point.

3. When the deadline finally expired, we got a soft notion that the CMB will be made only after Karnataka election.
