Apple TV app doesn't have it's own content. It collects the various contents available on other apps under one single app. It shows individual episodes and movies but doesn't let you watch them from within the Apple TV app itself. Instead you'll select one and get bounced out to the app. See in this pic

Here, there is no "Watch Now" option. Only "How to Watch" is available. All the movies shown in the Screenshots are available in Google Play Movies, Hungama, Hooq, etc for Rent. The Apple TV app will tell you to rent from the following and watch.

Whereas, Apple TV+ is just like other Streaming Services, such as Netflix, Hotstar, etc. where you can watch Original Shows, Movies and other content within the app.

What's the subscription charges of Apple tv or it's free. As today morning when I go for creating account, they are asking for credit/debit card details. Is it for Apple tv+ services. Which comes at rs 99 per month.

You mean while creating an Apple Account?
If yes, then it's optional.
When I was creating an Apple Account, then it asked me for Card Details too. I just left that space empty and continued.
