Not sure whether they give full access or restricted access.

For Apple Music, it asked me to create an Apple Account. When I was creating the account, it asked for the Payment Details, I just filled my address and kept the Card Details part empty and continued. Apple Account was successfully created.
After that when I subscribed to Apple Music, it again asked me to fill the Payment Details. I just filled it and subscribed.

Today I successfully logged in after giving card details. An amount of Rs.76/- has been debited to my card and immediately reversed. I think after 7 days free trial it will auto debit if I do not cancel.
However, I an not able to watch anything.

Apple TV+ has not launched yet. It will be launching on 1st November. Then you can stream the shows/movies.

You can log in with any device, I also created an Apple id on my android chrome browser and added my credit card details, although nothing has been debited for me till now.
