You mean while creating an Apple Account?
If yes, then it's optional.
When I was creating an Apple Account, then it asked me for Card Details too. I just left that space empty and continued.

It is not allowing to me leave the page without filling card details.

For Apple Music, it asked me to create an Apple Account. When I was creating the account, it asked for the Payment Details, I just filled my address and kept the Card Details part empty and continued. Apple Account was successfully created.
After that when I subscribed to Apple Music, it again asked me to fill the Payment Details. I just filled it and subscribed.

Yeah.. and on 1st Nov Apple TV+ is also coming. So, you'll have to give Payment Details for subscribing to it anyway.

I think there will be also be a Bundle Plan with both Apple TV+ & Apple Music. That would be really nice, if they price it somewhere about the same as Youtube Premium.
