That's what happens in up to offers, but still better than getting no cashback in Gpay and phonePe.
The Rupay platinum offer is flat 20% off so use that for bill payment and recharge every Friday.
I get offer on buying giftcards. I got ₹100 on ₹1000 amazon gift card. Also they genuinely give cashback. I even got ₹100 on ₹899 when I recharged my Jio Number with Amazon Pay Balance.

20% off up to Rs 100 on adding balance to Amazon pay wallet using Rupay platinum debit card every Friday offer has ended. This has been replaced by the same benefits for Recharge and bill payment using Rupay platinum debit card once per card every Friday and works with virtual cards as well.
Can we avail discount on credit card bill payments?

I think it's limited to utility bill payment but you can check for CC on next Friday. I doubt it would work but it's worth the try.

Not possible since no option to pay via debit card on Amazon Pay for CC bills.
Can't we pay CC bills via debit card basically? Is there any RBI guidelines or simply Amazon have disabled ?

It depends on the app. As MobiKwik, Paytm, and Cheq allows for any amount to be paid by debit card and Cred allows for transactions above 1 lakh.

AmazonPay will not support Credit Card for insurance payment.

Whereas PayTM was charging for Insurance payment via credit card, Amazon was good option but not anymore. Amazon stopped supporting credit card for Insurance premium payment.
