They aren't charging that on either of my Prime and non-prime account

As I can check, no charges paying through RuPay debit cards.

May be another way to promote RuPay network.

This is card specific. I have several Rupay cards. My one Rupay credit card showed extra charge while 2 Rupay debit cards showed no charges. Two other Mastercard and two Visa also showed charges. These cards are from different banks and can confirm that this is not charged by any specific bank. Also, I used these cards on another Amazon account and the extra charges showed there too. So, it's not Amazon account specific. Couldn't get into a conclusion on the type of cards that has charges.
