There is no role of telecom operator here. This is a personally sent sms. They got your number from somewhere else. Maybe shop where you purchased from or recharge centre or any website where you used this number or some app in your phone or someone's phone who has your
number​ & app has permission of contacts.

They are sitting near Ganda Naala (Dirty Drain) and sending SMS as from UK...

Exactly Nigeria is very famous for these type of spamming
