Most probably BSNL, because that is the only network, which works everywhere except Human occupied Land and "only" during natural calamities like Flood and Cyclones.
I can only imagine this guy now, being saved via (BSNL) network. Hello I'm under the water aur 4g network araha hain phone mein :ROFLMAO:

Bsnl expanding in both Fiber/wired/backhaul
and Vi stuggle with spectrum used for 4g and no plan for 5G FWA.

Both telcos going in different direction.
BSNL path upward
Vi path Downward

I doubt DOT/govt/ministry will able to hold fair 4 player telco-market in near future(before 2029).
 
The Telecom Regulatory Authority of India (TRAI) on Friday release the report on independent drive test conducted in five cities including highways of Karnataka LSA, Madhya Pradesh LSA, Delhi LSA, Andhra Pradesh LSA and railway routes of Rajasthan, Haryana, Delhi and Punjab.

I tried complaining to pgportal to fix Jio 5G two sites overlapping issue causing speed inconsistency. But they refused to fix saying it's important main road and it will be like that only in your location. Drive test guy told to put tilt on the 5G antenna in the overlapping site to his rf manager but he refused saying it's done to make sure if one site goes down the other should take over. Lol. When I told your 4G is not behaving like this, for that they told in your place youtube is working fine so everything is fine and closed the complaint. When I said in peak hours its causing slow browsing speeds in 5G as the other site is congested for that they said even if there is 1mbps it's enough for things to work.

It seems they learned this tilt thing in a harder way because in peak rainy season if there is a power outage and a site in a location goes off means the other site will not take over because of excessive down tilts. Whereas airtel has zero tilts causing other sites to overshoot and take over in power outages.

Atleast airtel rotated their antenna some what for my complaint reducing the overlapping but this Jio drive test guy was an arrogant one. Now despite nearest jio site sector giving consistent 400mbps even in peak hours phone is latching to that congested site most of the time.

I'm one of the reasons why Jio is removing downtilts or not down tilting anymore. Back in 2023 I made a complaint regarding weak indoor coverage and the Jio engineers who came were surprised to see that even with 2x site density that competition they have weak spots indoors in some places and they removed down tilts of all nearby sites in my place like around 5-6 sites.
 
I visited Whitefield, Bangalore 2-3 days ago, there airtel has B3+1 as the primary CA combo.

Seems airtel is congested everywhere. And weirdly Jio disabled B40-40 CA there and only FDD-TDD CA was working in Jio, maybe due to load they might have disabled it. And there were some small cells in road sides as well. While Vi struggled with basic cab booking and maps.
Jio shifting band 40 to 5G?

What about BSNL 4G?
