BSNL FUP Speed increasing to 4 Mbps from 1st May

HEllo .... I am not getting that speed in my Broaband.When i download to test i am getting 250 kb (2Mbps) speed . why??? isn't i should be getting around more than 400kb from now on . 
My broadband plan is 675 one .  :'( :'(

Last time when min speed was upgraded to 2mbps, the plans were updated on the site one day before the actual thing happened..

The first result is my home connection and the second is for my office connection. At office the speed is increased but at home not, not sure why!!
