Pre tournament seedings are done for planning of travel for Teams likely to qualify and Fans can book tickets...

Since all next round matches are in UAE there is no requirement for same....

Also qualifying teams will not carry forward any points from this stage, so it make more sense to reward good performance from Scotland with actual seeding.....
