This is old thread may be problem resolved now, But I want to clear that GTA-IV game will not run until you have Good configuration Like minimum 2.8 Ghz dual core processor + 2GB DDR-2/3 Ram,The biggest thing Graphic card may be ATI or N-Vidia with 1GB DDR-3 of Video Ram and above configuration are very good but these are minimum which I mention .
NOTE:- I also mention here there are many Game DVD/CD available in market but try to get Original as mostly Game DVD/CD game software are corrupted .So Good software also play a big role. :tup
