Although it's quite difficult to find an app to effectively control the internet usage, there is this app you may find useful.

Share your internet or extends your existing Wifi connection as a WiFi Repeater

However it's not so user friendly and and it's data controller is not fine grained.

And there is this app which is user friendly and has effective data monitoring, but lacks data controlling feature.

I want that if anybody use my mobile data through my mobile hotspot I could set speed and data limit of every user as per my desire.

Data limiting feature in Mobile hotspot is already available in most of the newer phones. However, it's available as an aggregate i.e you can limit data as a whole and not for each individual separately.

And, as for speed limits, it's a complex thing. It's quite difficult to find an app for that and if you get one, the app appears to be very complicated. You may also need rooting your device which I will never recommend.

The app you mentioned is not available on Play Store now. There are some other sources to download it too; but the thing is the app may not support the newer versions of Android.

Dainik Bhaskar English (although doesn't cover North East or any other smaller state) is a good news app. Great UI. Zero ads. Clutter free which even apps like Times of India, India Today and Indian Express fails. The Hindu thinks way highly of themselves. They suck.
