You are talking about Airtel Fiber I assume. My speed test result was from JioFiber and no such hard capping issue observed on it.
Jio also having hard caps. Maybe you don't have it, but across Mumbai, hard cap. 300Mbps doesn't cross 295-296 and 1Gig doesn't cross 950Mbps..

It was like that in the past. When I first got it, I was getting 144Mbps max on 150Mbps plan. I saw plenty of people started getting more speed than their plan and after few months, I started getting 155-160Mbps on it.

And that 950Mbps limit is due to hardware limitations.

Now it's reverse. Since last year mid, Jio started capping speeds on FTTH and Airtel followed suit. This is from the experience in Maharashtra, Karnataka and Tamil Nadu.
