Now India is no longer a democratic state Modi & Amit Shah are turning India into police state. The gazette issued by HMO India reflects the same. Any person having computer is under the scanner of agencies

FYKI, that law is in force since long time, and it is not Modi who passed that law. It was passed in 2000 by parliament of India and it was debated, discussed by Govt and opposition MP's all clauses including this, if it was emergency, etc SC has the powers to strike it down.

And that Procedure and safeguards for interception, monitoring and Decryption of Information passed in 2009 (UPA) Govt

Don't worry it's not for aam admi, govt does not has resources to analyse all pc. it's for taking control computers of terrorists as earlier law does not allow authority to seize those computers. it's written in news.
 
off the topic - The more its IoT the more we will be vulnerable to get monitored. Be it govt or private cos.

Yes, so long any one not using the computer for any unlawful activities, not indulging in any kind of terrorist activities, not doing any narcotic or hawala business, not doing for any betting purpose then you need not fear.
