Thanks @Gobinaath bro. My secondary SIM has sufficient balance. Is it ok to just not recharge and allow for Rs 20 deduction every 90 days to keep it active? I dont want to use any Outgoing/Incoming facility. Just that I am stuck with considerable balance in that SIM, hence keeping it.

Ok for old age bro but now as u know things are changed pack recharge is mandatory so give a call to appropriate Telecom network(hope you are now in India) 😊😊

Else name the Telecom name I'll help u 😊😊

BSNL already doing this minimum recharge rule at 36 for 6 months from long time
Now BSNL has reintroduced ₹136 voucher having validity of 2 Years Very useful for those who need to keep number alive and do very less call,
Else their combo vouchers having free Call+3gb daily data are best among many service providers.

What?!! I recharged just last week and the 136 was not there. Damn....what a miss.

Is it pan-India?

yes. You can check paytm/freecharge/phonpe also. There are two plan Rs 36 and Rs 37. Both increase validity for 180 days. One is for per min call rate other one is for per sec call rate
