In oneplus we can change if i remember correctly. Because i saw an option for it under sim settings on oneplus 3. Both moto and oneplus have similar ui.

oneplus is oxygen or hydrogen based UI
Moto is pure stock. No layers or anything. (atleast upto Moto G 2015. last phone by Motorola by themselves)
U can't edit anything in pure android OS. Its just as such. No customization available

It's still fully stock bro! Just the Moto additions like Moto display, Moto actions will be there.
