VOLTE would work without data pack

I tried making call on Jio by disabling data and it worked. You can see cross mark saying data disabled but still volte is shown.

As per Airtel website volte is available in Kolkata and coming to handsets I see Samsung On7 refresh is supported. Are you using same handset?

VoLTE does not require mobile data on VoLTE supported phone, same as Jio, you can turn off mobile data on these phone. If mobile is Non VoLTE only then data connection is required otherwise you cannot make or receive call
