Vodafone Idea to use part of rights issue proceeds to pay AGR dues
Vodafone Idea’s board has approved modification of the use of the ₹25,000-crore rights issue funds to pay ₹2,826.1 crore towards the adjusted gross revenue (AGR) dues besides for repayment of loans and the redemption of non-convertible debentures, including interest.
But even after approval in Jan, they never paid single penny and that's what made SC lambasting them.

Voda-Idea asked for a a waiver on Interest and penalty on AGR dues, thus did not pay any amount.
 
They took a lot out in the form of bonuses, freebies and exponential increases to the management as well.
I have been working in telecom sector for number of years and believe me this is as far from truth as it could be.
 
What does Jio which started in 2016 have to do with them not paying dues for decades?
You don't pay when a case is ongoing in a court till the final decision comes. It is a case that is ongoing for 14 years

You know plenty of companies have paid under duress and then filed a case. This is the normal path. If the case goes their way, then they would have earned more with penalties and interest on the sum they paid.
 
Now telecom department cancelled an order issued in January that barred officials from taking coercive action against the firms.
The 23 January order, issued by a desk officer at the ministry, had angered three Supreme Court judges who summoned top executives of the telecom companies and the telecom department on the next date of hearing.Now a fresh latter has been issued:
With reference to subject cited above, you are hereby directed to make the payment of outstanding dues of LF and SUC (license fee and spectrum usage charges) by 14.02.2020, 11.59 pm positively,”
