The best Secure mobile OS is 'Symbian'.But nokia stopped support for it.very bad..

because majority of os supports java except windows os..so i dnt mentioned it particularly

I don't think you can install java apps in android as well (without emulator)..
Though i am saying you particularly about mobiles which only supports java apps . Like nokia s40 mobiles..
