If some rural market with limit users has monster market share of particular service provider. No point of expanding there as rural India prefers freebies over quality. And since freebies have been limited. It would be difficult acquiring new customers.

Okay, I visited rural places of Bengal and Assam. Vodafone has amazing coverage in both. 4G services started during early 2017.
I think they expanded the 4G through higways and railwaylines, not in remote areas!

Indian companies that quit the telecom market are:
  • CellOne and Dolphin (brand merged into BSNL and MTNL).
  • Aircel (shut down in 2018 and filed for bankruptcy).
  • Videocon Telecom (shut down in 2018).
  • RCom (shut down in 2019).
  • Tata Indicom (shut down in 2010).
International companies that quit include:
  • Telenor (Uninor from 2009 to 2015, Telenor from 2015 to 2018). Acquired by Airtel and closed.
  • MTS which had a well-known broadband offering.
  • Tata Docomo (2008–2019). Acquired by Airtel like Telenor. Shut down this July.
  • Orange in Mumbai until 2005. Merged with Hutch which became Vodafone.

BPL, Escotel, Spice also.
BPL taken over by Hutch (some loop Mobile rebranding in between).
Escotel taken over by Idea.
Spice closed down I think.

In our rural area Amazon and Flipkart done business and delivers without AVOID 4G/3G.

Been through both highways and remote areas. Jio's network is not usable at all. It's horribly congested while Vodafone is offering good connectivity. Even Airtel isn't bad.
Vodafone has coverage only after roaming pacts with Idea!

That has nothing to do with 3G and 4G. It has to do with exclusivity if products which you don't get at your retailers. Have you send letters to PMO to replace these obsolete local retailers with big retailers like Big Baazar and Walmart yet?

I used to get great Signals of Idea before it's merge with Voda but after its merge most of the time X sign (No Signal) or 2g Signals are available ,it's rarely that I get 3G Signals & yet to receive 4G Signal from Idea after Voda-Idea merge.
