My point is not about coverage. It's about affordable 3g handsets before 2015. If 3g handsets had less market share. Why would they bring 3g to rural areas?
If We have better coverage, then we buy handsets. For example we have purchased LTE handsets, later we again purchased VOLTE handsers during Jio launch time.

Most of people had 3G phones when Jio was launched, due to freebies of Jio they switched to 4G phones. And again who have so much funding like Jio to provide free service for more than 3 months to everyone.

Why did you buy obsolete LTE handsets when there was no 4G at your place? And 3G handsets costed over ₹7000 which I don't think rural India will be willing to pay for a phone for back then.
 
Than your points are irrelevant. Post Jio's freebies launch in 2016. In fear of losing market share. Vodafone, Idea and Airtel were aggressively expanding their network.
Till now in our rural area no 3G or 4G tower was installed by AVOID, they have only 2G signals! When they expand? but Jio has 4G and BSNL has 3G signals.

Good point would anyone other than charity offer anything for free for over 6 months.

Okay, I visited rural places of Bengal and Assam. Vodafone has amazing coverage in both. 4G services started during early 2017.
 
Whenever new tech arrives it's tested in urban areas only, US Telecom companies are not launching 5G throughout the country at once. They don't have huge funding like Jio have through Reliance or additional support for agencies.
..Airtel also had large Finance ..but they just used it for expanding their business in Africa n other Forigen countries.. They didn't bother to invest their Money in upgrading n Expanding Infrastructure in India.. They were just busy in developing business out of india.. first they should have focused expanding or developing their infrastructure in India..
