Idea may acquire controlling shares, an eventual merger with Airtel could not be ruled out.
I don't think so. If Idea have such a financial state, then they won't went for a merger. That time they have only own burden. If they acquire the whole company then the liability become much higher.
If Vodafone exit India, no wonder Jio approaches to buy the assets.

In present scenario after supreme court order on AGR, no telecom company has dare to take the specturm of old telecom company with old AGR dues.

Tower business may be acquired by Reliance and Bharati.
Customers will port out, as usual.
Government most likely won't get pending dues, as VOID will go for insolvency/liquidation.

They dont have own tower business as large. They have invested in Indus towers with Airtel.
 
Vodafone and Idea can easily blame govt for their own incompetent policies, just see how bad services they're providing right now. It's obvious that customer are moving every day for better.

They have not been able to integrate the network still, no VOLTE in many circles from Vodafone. Can they blame for this to govt also, who stopped them from paying the govt dues, these companies were always arm twisting govt and not paying taxes or required charges. Just see how many times Vodafone went to court to avoid the taxes.

There are many countries which have only 2 or 3 operators and giving decent services with moderate charges. I'm sure if that happens in India then excess usage of data will also stop. Just see what kind of nonsense is happening over tiktok and other social media platforms.
