If CoS panel expecting recommendations approved by Govt., then Vodafone will continue in India.

The Committe of Secretaries (CoS) is likely to recommend a reduction in the licence fee paid by telecom companies and allowing a two-year moratorium on specturm payments, as part of measures to grant relief to the debt-laden sector, said three people familiar with the matter.

One of the persons said the panel is set to suggest bringing down licence fee to 5% of adjusted gross revenue from 8%. However, all GST-related matters, including refund of input tax credit and reduction in tax rate, are likely to be referred to the GST Council.

A person familiar with the committee’s thinking said there was consensus within the panel as well as at the highest levels of the government that the telecom market needed three private players, apart from staterun operator.

Though some may disagree however My Personal opinion that vodafone will move out from the race of service provider in India sooner or later.

Never. They are the last standing ones here. If you think someone else will take it's place then you are delusional. No firm will even touch Indian telecom market even by a yardstick seeing what happened in these last 10 years.

We will be the ultimate sufferers. Vodafone group can take dent from writing off India's business. We can not.

Vodafone and TATA group were only write off their telecom losses, but others have done noting to Govt/Banks/creditors.

Birlas unwilling to continue in Telecom, if Vodafone exits.
Aditya Birla group will not infuse any fresh equity into Vodafone Idea Ltd, its telecom joint venture with Vodafone Group of UK, and let it opt for insolvency, if the government does not provide substantial relief, including on the telco's adjusted gross revenue (AGR) based dues, which could be over 39,000 crore, senior executives aware of the matter said.
