The Committee of Secretaries (CoS) is expected to meet shortly and submit their recommendations in a time-bound manner,” a Department of Telecommunications source said and added that the Cabinet Secretary would examine all aspects and suggest measures to mitigate the financial stress being faced by the telecom Industry
In addition, a reference is being made to the telecom regulator to make viable pricing for voice and data tariff (like NCF of broadcasting sector) so as to curb further revenue erosion of the incumbents.

Telecom companies have a cumulative debt of nearly Rs 8 lakh crore. ARPU at Rs.113 in 2019 as against Rs.174 in 2014.
If any floor price suggested by TRAI, then the IUC should be kept at Nil.
So, be ready for NCF for voice phone @Rs.100 and Data phone @Rs.150 per month!

Isn't already there for post-paid customers in the form of 'Plan rental'?

Trai is acting late. They let Jio into the market by bending all rules. Now most of the operators are going to shut down. By the time they implement this, only Jio will be left. So this will help Jio to earn more. :D

Jio was the first one to implement minimum recharge per month from April 2017 and gained. But others were implemented minimum plan lately (Nov 2018) and with lower amount (Rs.23..so on).

Biggest mistake of Vodafone Idea and Airtel was scrapping free lifetime incoming calls. Meanwhile Jio always offers free incoming calls.

I think, Jio will increase minimum plan to Rs.98/- even for for Jio phone users by Jan 2020 for ARPU.
If TRAI may fix minimum plan as per Jio! Then other networks and their 2g users cry foul against TRAI and Jio!
