Yes it will work as usb tethering and the best thing it can even work without battery just connect with usb pc and power on the device

How to know if JioFi 2 is fully charged? Does the indicator turns green or stops blinking?

Once fully charged, all 3 bars will be static just like below




All 3 bars means battery is anywhere between 60 and 100%
2 bars 15 to 60%
1 bar less than 15%
If one bar starts blinking then its below 5%

U can view the battery % in jiofi.local.html under device details

Regarding displays

Green mark indicates full signal
Blue mark indicates fair signal
Red means no signal.
