Bro they won't have to install 1000 connections right away on plan launch. Moreover remember, its a country wise launch so Mumbai rains shouldn't worry them much. The sooner they launch it will benefit them at various places.

Coincidentally even fiber works during rains. I have fiber connection and it works even during heavy rains unlike BSNL ADSL broadband.
