Wait till February no point recharging right now. By that time you will know whether IUC is staying or going. And if you already have talktime balance in your account then it's better you go for the normal non IUC recharge and when you fall short of balance you can just top it up as and when needed.
Yes, but suppose if I recharge now with normal Rs. 399 without IUC top-up plans as I have Rs.45 in my main balance account to get the benefits of cashback vouchers and as we know that currently in Jio's 399 we need additional top-up plans to call, and if IUC scrapped by TRAI in next month(speculation) then what might happen to my queued up 399 plan when it would take effect after 12.02.2020? Do I then need those IUC top-up plans to call or don't as IUC would be abolished then(speculation)?

If you recharge with 399 plan by using 50 rs vouchers you will get it at Rs 349 and that will be in queue and will get activated automatically from 13.02.2020 and you will be getting benefits as per current tariff on the date of recharge.If IUC scrapped by TRAI after 1.01.2020 then Jio will abolish all IUC top-up plans and there will be only be regular taktime top ups as before and its upto Jio totally whether at that point of time they will convert the ongoing 399 plan to truly unlimited again or it will be as the same benefits as per current tariff on the date of recharge.No such official announcement made by the Jio till date. But Yes from the day IUC scrapped by TRAI all plans will be truly unlimited from that day if you recharge after IUC abolished then you will get truly unlimited benefits.

If you recharge and queue up your 399 plan today without any IUC talktime,it will come into effect on 13.2.20 and if IUC is not abolished by then, it will use your 45rs talktime to make calls at 6p/min. If the IUC is abolished before or during the validity of your 399 plan then it will automatically get converted into a true unlimited calling plan from the same day without need for any action from your end. So you are at no loss even if you do the recharge today, but I asked u to wait coz there may be some better plan launched by that time but yes you run the risk of losing out on the current prices if the tariffs go up in December. So take your pick.
 
Which one is better? 399 or 444?
Depends on how much calls you make. Buy ₹444 if you call for hours. Buy ₹399 + ₹10 if you want data.

Edit : ₹444 is better. I was calculating using ₹50 coupons. ₹444 isn't actually bad deal. Your are getting more data per day and 1000 calling minutes.
