Afaik they were given bans for 1 year in April 2018. IPL starts March 23rd. So would they be available from that date till the end of their ban?

The ban was not applicable to IPL last season also. Franchisees decided to keep the players away for a season.

I meant, Franchisees did not release them or cancelled contracts, only kept them away for the season, but retained with the franchisee. Basically I was telling that they are very much part of IPL this year as far as franchisees are concerned, they are not in auction.
Of course, BCCI and IPL governing body decided to ban the players for last season.

It was. Rajiv Shukla said if CA bans them, they will not be allowed to play here too. That is what exactly happened.
