Australia regularly use Stoinis as a death bowler and he comes out successful most of the times. Virat's decision of not utilizing him just unthinkable.
He must not have forgotten that KKR match, where Stoinis gave away 15 runs in 4 balls when asked to complete Siraj's over.
 
As I said earlier Virat is a good batsman but not a good captain. After WC BCCI should give responsibility of captaincy to rohit.
Currently dhoni helping him that's why he is doing good in ODI cricket as a captain.

It's all about your priorities.
MSD is still the best captain (in the World) when it comes to shorter format of the game as this form of the game is his priority (passion), can't say the same thing for him in test captaincy.
For Virat, it's just reverse. He always prioritized winning (even playing) test matches, winning limited overs just isn't his forte (not talking about his batting).

Couldn't agree more! Rohit should take over ODI and T20, for the greater good of Indian limited overs cricket future.

Formal announcement will not be required as long as they are in team with Virat as they will continue giving input to Virat which virat will always listen as he has no idea what to do at what moment. The leadership group's decision in a team is what matters .

Dhoni's probable exit post World Cup could be a big blow to India in ODI and T20s.
