Which team are favourite to win IPL 2019?

I don't think so, Overall these years only 2-3 players are same in both the teams other all are just got exposure 2-3 years back only. Before 2016 no one knows who is Hardik, Krunal, and Bumrah. Same goes for few CSK talents. I think almost all the teams have 2-3 players which they are retaining since years except DC.
It's the fault of other teams for not able to select proper other players while auction.
Remember that CSK gave up Ashwin to KXIP. He was also considered part of the core along with Dhoni, Raina, Bravo, Faf and Jadeja.

And Harbhajan, a hard-core MI player like Pollard and Malinga (i.e., starting from Season 1), was taken by CSK in 2018.

Mumbai also released Harbhajan, Buttler, Simmons and may more...
 
...let us assume that RCB has made plan to bid around 12 cr for him..but bcoz no other team bids more than 8.8 cr hence they are not able to bid more than that..well it is unfair to the player who can get more money and also to the team who can spend more money on particular player than for what

Err....thats how the auction dynamic is. If RCB wanted him for 12cr but bid 8.8 and with no other team bidding more than that, that is how the auction works. Thats not a problem of RTM. The flaw is in the assumption. I hope I was able to explain clearly.
