it is easier to say than done
It is partially true.
In Public sector, you will given more assignments if you work efficiently and you do not work, no one going to punish you and assign you any responsibility.
Thats why a few employees are working more than their private sector counter parts . some average does the work and rest others just come for the sake of attendance. And lastly most of them are ill:D:D

Guysb do not be surprised.
Govt. Offices run with 60-70% employees of sanctioned strength and and half of them have no intention for work /technically illiterate.
 
As per DoT or Department of Telecom rules, BSNL is allowed to take loan only for capital expenditure. But salaries is not such an expense, hence, BSNL employees are not getting the salary.

Interestingly, BSNL has the lowest debt among all telcos, but still, their employees are being denied salaries.

BSNL has debt of Rs 13,900 crore, meanwhile Airtel has debt of Rs 1.13 lakh crore, and Vodafone has debt of Rs 1.2 lakh crore. The combined debt of Jio is Rs 2 lakh crore.

They'll get profit in coming days when we started are primary sim package.
BSNL had widest range of Network so it won't be hard for them to rollout VoLTE services.
It's all coming what BSNL employee were doing from starting, 'doing nothing and they are now getting nothing'.
Govt. is doing each and everything to establish BSNL in market but employees I'm telling you they are good for nothing once CC pick-up the call they are hurry to disconnect the call.
