Ok, then I have sent an email this afternoon. No reply yet.

I got call back after 48 hrs of sending mail to nodal officer. They are very slow. Vodafone and airtel are way better in this. Vodafone is the best in my experience, they even sent a technical team with lots of instruments to my home when I complaint about their data speed that too in a small village like we have here.
 
Ok, email to appelite worked. I got a reply and they gave instructions of what needs to be done.

After this, I have recharged using pre on post option with 19 rupees and calls started working instantly! Simple solution, but it took 4 days to get it.

 
Here is another example of Jio's customer service. Today is 8th Aug still no sign of free voucher. I recharged number on 30th July
