considering less production - the very least they should try to cover vaccination of remaining population with both doses and try to keep more buffer stock of vaccines for booster for vulnerable population & health workers .

Name one state government which were able to procure vaccine independently or had any vendor which said we are ready to provide to state gov , last time when central gov gave state chance to buy medicine ?????

That's because no one was willing to directly deal with states.

IT was not because no one where willing to deal directly with states but because clause in tender were absurd in first place..........

None of vendor participated in tender .in tender most where third parties willing to provide vaccines . why didn't any state gov negotiated with those L1 vendor . did any state gov negotiated/asked with any vendor from where they were getting vaccine

did any state gov negotiated with manufacture either global or india to supply vaccine promising them they would pay

Forget global had they contacted any Indian in first place .IF any Indian had refused citing central gov stand , state could had went to courts citing injustice from center , none did all hided behind the clause look our hands are tied

IF gov of the day wants then it can find n number of vendors willing to supply stuffs
