In most of the developed countries the vaccination process is by invitation only.This helps in avoiding mad rush for vaccination and also the panic due to its limited supply.But i think in india it would be difficult to do because politicians can't flout their influence if the system is made invitation only and secondly the public in india is not disciplined enough to wait for its moment.
