Hi bros, In which bank we can use net banking or mobile banking without using debit card?

I don't think there are any such banks now but earlier many years back when there used to be no debit card, banks were providing non debit card based bank accounts. In today's digital era, it's very difficult to find one.

May be some small private banks can only provide such account.

Didn't get the question fully.
If you are asking about operating your Net banking account to make payments without providing Debit card CVV or grid card digits, then it is possible as most banks are processing payments based on one time OTP now.

In the case of ICICI, a Debit card is mandatory to use their iMobile app. I think it's not required for SBI, as they use an OTP solution for their Yono app.

Yes I’m looking to use net banking or mobile banking without using debit card, because I don’t want to pay annual charges for every bank account. Or any option to wave annual charges?

but we need to fill debit card details first time to activate net & mob banking. In my knowledge icci, pnb, hdfc, kotak banks all they need debit card to activate net banking.

Sbi will work for you
Open account on yono
Do full kyc on branch
Register for user id by 3rd option (activation by branch)
