Because all new smart handsets are 4G enabled and and 4G is spectrum efficient so they can use same spectrum to serve more people.

But there are people who buy feature phone of Rs 500 which supports only 2G so as a network operator you cannot neglect those people and that's why operators are still deploying 2G network in new areas

IUC charges is going to get abolished from 2020 or 21 right?.So there will be 2 options for an operator with 2g.Either convert to 4g or higher,2nd options is to charge for incoming.We will see 4g feature phones flooding market in next 12 to 24 months.
