Talking about crimes. State government holds only civic administrative responsibility. Delhi Police comes under home ministry of Central Government. That's why I called Delhi Elections a glorified Municipality Elections.

Freebies are not something given as bribe. Hence shouldn't be called freebies. It's sort of a way government repays to both direct tax payers and underprivileged non direct tax payers. All governments does this in some or other way. Kejriwal has privilege to brag and provide better scheme because of positive state of Delhi's economy.
