Yes. Xiaomi has given up Pie plans for the RN5 outside China. Only the RN5 Pro got Pie outside China.

Note 5 pro will get Miui 12 with android 9. It will never receive android 10

Waiting for an update on Redmi Note 5 Pro. No sign on MIUI 12 yet. Also, Android Security Patch is dated 05-Nov-2019, no update since then. I see other Redmi phones are getting Security update of June/July 2020. I hope Redmi Note 5 Pro gets it soon.
