Windows 11 Insider Preview Build 22621.160 (KB5014770) released to users in Beta Channel with File Explorer Tabs & Navigation Updates. However, "it isn’t available to all Insiders in the Beta Channel" yet. It seems File Explorer Tabs will be available in Windows 11 22H2 later this year.
