You cannot restore the system to a restore point after you install a Windows 10 update

Symptoms: computer experiences a Stop error (0xc000021a).

To avoid this issue
To start the System Restore wizard on an affected computer, use WinRE instead of the Settings dialog box. To start this process from the Windows desktop, follow these steps:

Select Start > Settings > Update & Security > Recovery.
Under Advanced options, select Restart now.
After WinRE starts, select Troubleshoot > Advanced options > System restore.
Enter your recovery key as it is shown on the screen, and then follow the instructions in the System Restore wizard.

Are you able to use that button with 'On screen Keyboard'?

Yes.
Only physical number pad 1 button not working
But 1 button above Q button is working
That's most probably hardware issue then, But still try updating the driver that solves issue sometimes. Sadly more chances are that you have to take it to the service center

I think this is a hardware problem. But it may be due to software too. Update or reinstall keyboard diver:
Open device manager --> go to keyboard --> Uninstall device --> Scan for hardware changes --> Update driver -->Restart PC.

If it doesn't solve your issue then, you can download Linux and boot into Live CD OS and open any text editor to test it. You can get Puppy Linux Home which is only 300mb only to test your keyboard.

Also, try these:
There might be dirt or something under the key. So, clean it.
Press the key harder couple of times.
