I have observed with my Redmi 8A that you need to have at least sort of network to connect to the VoWifi but once the VoWIFI get's connected, you can have 0% signal and it would still remain connected.
I checked this by manually selecting Vi network on Airtel SIM card which threw the "No network access" error (as expected) while being connected on VoWIFI. It still remained connected and I could make and receive phone calls.
