Most people watch on mobile, where these two (4K and Dolby) doesn't matter. And many of the TV users don't care much about the highest video/audio quality. Those who care for such quality like us are very, very minimal!

That i am saying...for many people the resolution either it's FHD or 4K doesn't matter...FHD is also best picture quality and for a common viewer the content and better suited language matters...this is provided by contents in most languages....
