If I read geography correctly then it was said TN receive two monsoon each year so why so much water shortage ?

You're right but both the Monsoon not evenly distributed across TN.

SW Monsoon gives Rain mostly to GHAT areas ie SW to NW Interior Parts of Tamilnadu mostly border Areas of other Surrounding South States like Karnataka from where Cauvery flows in TN which forms the crux of the dispute.

Till now cauvery is managed by Karnataka so they say when there is a drought in SW Monsoon we won't give water as per any Tribunal Awards. So Tribunal ordered for Cauvery Water Management Board to be Constituted by the Centre and SC Upheld it in final Judgement but Karnataka dont want to lose their Managing Authority.

While another NEM is targeted mainly Coastal Areas and Coastal Cities like Chennai depends on it for Drinking Purpose and it doesn't majorily irrigate cauvery Delta regions.

we should never mix sports and political issues. Unfortunately, Cauvery issue is turning to be more political than it should be. Problem lies with government and dispute should be settled by law. Its totally unfair to say cricket shouldn't be played. Cricket is entertainment. Its very sad to see common people falling for these political agenda. Lets channel the emotions in a proper path.

People needs something which grabs headline and IPL is such an even which can give you publicity, here locals block National highway or Rail for petty reason because they want people's attention. Last time people block railway here because Train hits a man as if train has gone out of track and hit that man

The problem with TN is Chennai and almost every single costal city is highly prone to cyclones which simply uproots trees and causes damage but does not bring much of rain and even if it brings rain sometimes its just very high raining nonstop for several hours flooding every place which prevents any real water storage.

But yes, TN has to do a lot on water conservation and storage but this cant be an alternate to Cauvery issue. Cauvery is a right (not only for TN, but for Karnataka, Kerala and Pondycherry too but its always TN that suffers the brunt as its a large state and much area depending this river) and if right is denied then a lots of things go meaningless which brings a very large question mark on many critical things.
