Netflix is testing a new affordable plan in India with the option of HD streaming but priced lower than the cheapest SD plan of Rs. 499. The new affordable Netflix Plan with HD streaming is priced at Rs. 349 per month. As you are aware, Netflix Basic Plan in India costs Rs. 499 per month that lets you watch the service on any phone, tablet, computer or TV but comes with Streaming only in Standard Definition on 1 device at a time.

Rs 349 plan inclusions:
  • Stream in High Definition.
  • Watch on 1 device at a time.
  • Watch on any phone, tablet or computer.
  • TV not included.

Commenting upon the launch a Netflix Spokesperson said, “We launched the Mobile Plan in India to make it easier for anyone with a smartphone to enjoy Netflix. We want to see if members like the added choice this offer brings. We’ll only roll it out long-term if they do.”

If they're adding Laptop/Desktop to it, then it's no longer a "Mobile" Plan. So the name "Mobile+" doesn't make sense. They should name it something else.

Mobile+ Plan should be similar to Mobile plan (for Smartphones & Tablets) with something extra (+), like HD support. And price it close to Mobile Plan. Maybe ₹249 or ₹299.
 
They should have included TV in the 349 plan. Would have been a great option!
They should have but business wise it is not beneficial for them.At present the outreach of OTT to TV in India is still very under penetrated.Mostly it is limited to urban areas due to poor broadband connectivity.On the other hand with mobile data becoming very cheap and sell of smartphones skyrocketing,Netfkix would know that they can get some market in previously untouched areas.

When I first saw mobile+. I thought it was mobile and another screen for ₹350. They need to cut all the bs and directly offer us one screen at ₹199 without the requirement of us finding friends to buy 3 more screen.

Agreed. But I'm sure they would have got more number of subscriptions, if the TV was included with this plan, given that this is an HD plan!
