I am using this plan (got from Jio) on my vu 85 inch tv. Quality is better than I expected. Initially I had apprehensions but over the time, it has grown on me. I sit around 10 feet distance from tv

If I remember, nothing mentioned in specs that my tv supports upscaling. Infact in reality whatever the upscaling marketing, the companies do, doesnt give satisfactory results, saying from experience with my LG 4k Tv.

If I compare playing the movies stored in 720p or even compressed 1080p from my Plex server on VU TV...they appear pixelated specially the dark scenes.

All I am saying that whatever format using to stream 720p, its doing better job then I expected. If I haven't used 199 plan myself, I wouldn't have believed it.

Over the time, its kind of acceptable to me if I dont have a 4k plan

Netflix's compression is simply amazing. No other streaming service can match it. Unless there's too many moving elements in the screen (fast paced scene) or dark scenes, you wouldn't even notice it.
