My laptop got stopped

While using my laptop it suddenly got stopped
After restarting it only showing black screen nd arrow
If anybody knows how to rectify it plz tell me

Need more information like what OS? Did you change or update anything? HDD is spinning or not? Can you boot into safe mode or not?
