Nope. That beta download button was grayed out. Direct download link was leaked online. It wasn't available officially and you can not download it from Microsoftedgeinsider website.

After the latest Dev build update, scrolling via keyboard looks super smooth. Reminds me of the older Microsoft edge days. Collections feature too, is a killer, if it releases..

Microsoft unveils new Edge browser logo that no longer looks like Internet Explorer

Microsoft’s new logo was discovered as part of a new surfing mini game hidden inside the latest Canary versions of Edge. It looks like a wave, and includes a similar Fluent Design style to the company’s new Office icons.
